N-CFLG Forum and Citizen’s Campaign for Child Rights and Child Protection in collaboration with NACG and JCYCN organized “Civil Society Discussion on Child Rights Bills” on 27th Aug 2018 at Alfa House, Kathmandu. The main objective of the event was to discuss the Child Rights Bill that was presented in the parliament and make changes to it accordingly and also have a discussion on the increase in cases of violence against children. 42 representatives from Non-Government Organization, International Non-Government Organization, Child Rights Networks, Child Club Graduates and UNICEF attended the event.

The program was chaired by Kishna Chandra Acharya (Chairman of NACG) while Tilottam Paudel (Coordinator of NCFLG Forum) facilitated the event along with Rabin Nepali. Rajan Burlakoti (UNICEF) explained in detail about the child rights bill and pointed out changes to be made.

The major points discussed were:

  • Juvenile Correction Home should include the children of the age group of 10-14 rather than 10-12 years.
  • Laws on social security targeting vulnerable children* of the society should be revised.
  • Need of National Identity Card (especially for vulnerable children*)
  • Free bilingual interpreter should be provided for those children who cannot speak Nepali.
  • Those children living in orphanage should be provided with birth certificate.

The action plan made after the discussions were completed were:

  • A task force consisting of Rajan Burlakoti, Madhu Dawadi, Benu Maya Gurung, Milan Dharel and Tilottam Paudel was formed who were given the task of compiling all the suggestions and feedback given and make a revision to the bill.
  • Sanjog Thakuri took the responsibility to prepare a memorandum letter with regards to the recent crimes being committed against children.


On 3rd Sept 2018, N-CFLG Forum and Citizen’s Campaign for Child Rights and Child Protection in collaboration with DU COM and JCYCN organized “CSOs Interaction with Parliamentarians on Child Rights Bill” at Alfa House, Kathmandu. The main objective of the event was to handover the findings from the previous meeting held on 27th Aug 2018 to the parliamentarians Dilkumari Rawal and Radheshyam Adhikari. 28 representatives from Non-Government Organization, International Non-Government Organization, Child Rights Networks, Child Club Graduates and UNICEF attended the event.

The program was chaired by Kishna Chandra Acharya (Chairman of NACG) while Tilottam Paudel (Coordinator of NCFLG Forum and JCYCN President) welcomed the guests and also presented the objective of the meeting. Madhu Dawadi facilitated the event while Rajan Burlakoti presented the findings of the task force to the parliamentarians. Tarak Dhital (former CCWB director) shared his expreience to the panel in regards to child rights and child protection. The program was concluded after a commitment was made by the parlementarians to the chnages to the child rights bill in the next assembly.
